  How Do I Prepare a Lake Plan?
   
 

The most important ingredient to getting started is setting the stage by confirming the need for a study of your lake by your community.

The general approach of successful lake planning includes the following steps:

Stage 1: Initial Preparation
Stage 2: Collect Background Information
Stage 3: Prepare Draft Lake Plan
Stage 4: Draft Plan Review
Stage 5: Final Lake Plan Approved
Stage 6: Action Plan Implementation
Stage 7: Monitoring Success

The first essential step prior to commencing your lake planning process is to get people from your community interested and committed to developing a lake plan for your lake. Sometimes this “start-up” process can take one to two years; however, if you rush into the process without organizing your troops, you may find yourself on a crash course with a committee of one.

Remember that many all the stages and steps involved with lake planning are interrelated and may take several visits before one step is completed. For example, if your committee has information gaps you should begin writing what you know and continue interacting with your partners and researching new information sources until those gaps are filled because the final approval will depend upon accurate and verifiable information. The most important thing to remember during the lake planning process is to always keep the process moving forwards and don’t lose site of your goal.

   
 

Stage 1 – Initial Preparation (2 – 6 Months)

The purpose of this step is to layout the groundwork for the rest of the project, which is always the hardest, by organizing a working team—the steering committee, designing a vision, creating the framework or the “terms of reference” that establishes the working schedule and identifies the content of the plan, organizing volunteers and putting the lake plan into action. Stage 2 – Collect Background Information (6 – 12 Months)

The intent of this step is to collect and evaluate existing background information on your lake’s natural, physical and social elements and land use considerations, and elicit local data through surveys and interactive workshops with lake residents and stakeholders to identify features and values that are important to the lake. The steering committee will have confirmed the scope of the information to be collected, at the first meeting, and will have assigned responsibilities using a template to each member, which identifies what agencies and stakeholders to contact and the information to be collected. Stage 3 – Draft Lake Plan Preparation (3 – 6 Months)

The purpose of this step is for the steering committee, with the help of a lake planning consultant and the FPSI lake plan template, to consolidate all the information collected and prepare the draft lake plan.

Stage 4 – Draft Plan Review (3 – 8 Months)

The intent of this step is to circulate the lake plan for a final review by community members including residents, the steering committee, the municipality, government agencies, non-government agencies, stewardship organizations, commercial operators and any other stakeholder involved in the process. It is important that ample time be scheduled for this review to provide everyone with the opportunity to review and comment.

Stage 5 – Endorse the Final Lake Plan (Annual General Meeting)

After the steering committee has prepared the final lake plan, it will be presented to the members of the lake association at the Association’s AGM for endorsement. [ MORE INFORMATION ]

   
 

Stage 6 – Action Plan Implementation (1 – 4 Years)

The purpose of this step is for the steering committee to review the action plan and identify the key players on your team that would be successful in managing and implementing particular actions or tasks, as well as devise measurable objectives and specific timeframes for the success of each task. Stage 7– Monitoring Your Lake Plan (1 – 4 Years)

The key step at this stage is for the steering committee to revisit your lake plan periodically to confirm the progress of the action plan and to confirm that the original plan is still appropriate, as well as provide a formal opportunity for public consultation regarding the success of the plan’s implementation.
